Exams ‘lower quality than other nations’

ENGLAND is failing to give teenagers a rigorous academic education, research has suggested.

GCSEs in maths and science are often of a “much lower quality” than similar exams in other leading nations, according to a report by the think tank Reform.

It warns that England is “unique” among major developed countries in the “narrowness” of its expectations of pupils at the age of 16.

Teenagers are only expected to sit GCSEs in English and maths, whereas in many other countries, pupils are expected to take between four and six core academic qualifications.

The study warns that there is a perception in England that some students are unable to cope with academic study which does not exist in other nations.

This perception has led to some pupils being pushed towards vocational qualifications.

But there is evidence that while successfully gaining GCSEs can add 15% to a pupil’s future average earnings, vocational qualifications do not provide a similar result, the report says. Only 0.2% of students who take non-academic qualifications go on to university, it claims. The report, entitled Core Business, calls for every 16-year-old to study a core of five academic GCSEs, including English, maths, sciences, foreign languages and history or geography.

Experts to Discuss Opportunity to Effectively Regulate Internet Gambling Industry and Collect Up to $42 Billion in New Revenue

WASHINGTON, Dec. 2 /PRNewswire-USNewswire/ — On Thursday, December 3, the House Financial Services Committee will discuss legislation introduced by Chairman Barney Frank (D-MA) that would regulate Internet gambling in the United States. The hearing, scheduled to begin at 10:00 AM EST in Room 2128 of the Rayburn House Office Building, will feature testimony from leaders in the fields of online security and consumer safety. Top experts are expected to describe how existing systems and technologies have proven successful in blocking minors from gambling online, combating compulsive gambling and protecting consumers against money laundering, fraud and identity theft.

“This hearing will provide further evidence on the ability to effectively regulate Internet gambling and require licensed operators to utilize already-proven technologies to protect consumers,” said Michael Waxman, spokesperson of the Safe and Secure Internet Gambling Initiative. “It’s expected this hearing will answer any outstanding questions and pave the way for a vote in the committee on Chairman Frank’s legislation.”

The hearing follows the recent announcement by the Federal Reserve and Department of the Treasury of an extension to the compliance date of the final Unlawful Internet Gambling Enforcement Act (UIGEA) regulations by six months to June 1, 2010. The delay, Chairman Frank stated “…will give us a chance to act in an unhurried manner on my legislation to undo this regulatory excess by the Bush administration and to undo this ill-advised law.” Chairman Frank’s statement implies he will seek to have his regulatory bill enacted prior to June 1, 2010.

“Coupled with last week’s decision by the Treasury Department and Federal Reserve to delay UIGEA implementation, this hearing further builds the case for Congress to rewrite U.S. gambling laws,” added Waxman. “It’s simply common sense to override UIGEA, a poorly conceived law that is doomed to fail, and replace it with a framework that regulates a thriving underground marketplace to protect consumers and collect billions in otherwise lost revenue.”

The Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267), introduced by Chairman Frank in May 2009, would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. In addition to consumer protections, the legislation reinforces the rights of each state to determine whether to allow Internet gambling activity for people accessing the Internet within the state and to apply other restrictions on the activity as determined necessary.

The Joint Committee on Taxation projects up to $42 billion over 10 years would be generated for the U.S. Treasury in a regulated environment and with the passage of Chairman Frank’s bill along with a companion bill introduced by Rep. Jim McDermott (D-WA), the Internet Gambling Regulation and Tax Enforcement Act (H.R. 2268). The primary source of this revenue would come from ensuring that applicable individual and corporate taxes and license fees on regulated Internet gambling activities are collected.

Man who died in ER was robbed, ignored

PHILADELPHIA (AP) — A school counselor suffering an apparent heart attack died in a Philadelphia emergency room after waiting nearly 80 minutes for help — and a trio of homeless drug addicts nearby stole his watch instead of seeking aid, police said.

Joaquin Rivera, 63, died before seeing a triage nurse at Atria Health’s Frankford Campus over the weekend, police said.

Rivera, a musician and activist in the city’s Latino community, had spent more than 30 years working as a bilingual counselor at an inner-city high school. Rivera’s cruel end was captured on security videotape, much like the June 2008 death of Esmin Green, who died on a hospital floor as staffers at Kings County Hospital Center in Brooklyn ignored her.

D.C. Council backs same-sex marriage

WASHINGTON (AP) — In the first of two votes on allowing same- sex marriage in the nation’s capital, the District of Columbia City Council has passed the bill 11 to 2.

The D.C. Council voted for the first time Tuesday. The bill had been expected to pass, as 10 of the 13 council members co-sponsored its introduction. A second, final vote is expected later in the month, and D.C.’s mayor has promised to sign the bill.

Marriages would begin in the city as soon as the bill passes a period of Congressional review. Congress likely will not alter the law.

Army orders mental exam for Hasan

FORT WORTH, Texas (AP) — An attorney for the Army psychiatrist charged with killing 13 people at Fort Hood says the Army is ordering a mental evaluation for his client.

Attorney John Galligan says he received notice Tuesday night that the Army wants to perform the exam on Maj. Nidal Hasan. Hasan is charged with 13 counts of premeditated murder in the Nov. 5 shooting spree on the Texas post.

The evaluation would determine whether Hasan had mental responsibility at the time of the crime and whether he’s competent to stand trial.

Founder of Blue Dog coalition to retire

NASHVILLE, Tenn. (AP) — U.S. Rep. John Tanner, a Tennessee Democrat and co-founder of the conservative Blue Dog coalition, announced Tuesday he will retire next year after 11 terms in Congress.

Tanner, 65, said in a statement that he and wife Betty Ann had considered his retirement in 2007.

He was persuaded to seek one more term because of the chance he could be elected president of the NATO Parliamentary Assembly at what he called “this critical moment in the war in Afghanistan.”

Going Home

1934 ~ 2009

Marilyn Rae George Fussell, beloved wife, mother, grandmother and great-grandmother, passed away on November 26, 2009. Called home by her Heavenly Father, she rejoined the love of her life and eternal companion, Clover Leslie Fussell Jr., on their next great adventure together.

Marilyn was greeted by her grandson, Christian Clover Porter, sister, Judy Allison, brother-in-law, Dick Allison and parents, Allen and Verona George. She is survived by sister, Sheila (Bob) Huntington; children: Kathy (Kim) Hills; Richard (Kerry) Fussell; Cheri Shubert; Marilee (Dan) Greenland; and Peggy (Edwin) Porter. She will be missed greatly by her 15 grandchildren, 12 great- grandchildren, nieces, nephews and other family members.

The family would like to thank the staff of Christus St. Joseph Villa Special Care Unit for their incredible support on this journey and for treating Marilyn like a cherished family member.

Man charged with triple murder of kin

LYNDON, Kan. (AP) — A former Missouri city official previously accused of assaulting his wife was charged Monday with capital murder in the shootings of her and their two teenage daughters in eastern Kansas.

James Kraig Kahler, 46, also was charged with one count of attempted first-degree murder in the shooting of his estranged wife’s 89-year-old grandmother and one count of aggravated burglary. Authorities suspect he broke into the grandmother’s home near Topeka, where the shootings occurred.

During Kahler’s first appearance in Osage County District Court, Judge Phillip Fromme set bail at $10 million and scheduled another hearing for Dec. 10.

Coin worth $1,000 in charity kettle

YORK, Pa. (AP) — The Salvation Army says someone dropped a gold Krugerrand worth more than $1,000 in a collection kettle in south- central Pennsylvania.

York Salvation Army Maj. Lurlene Mudge says the South African gold coin was wrapped in a $1 bill and later discovered while the collections were being counted.

It was placed Friday in a kettle outside a Kmart store in Springettsbury Township, just outside York.

Mudge says the coin is a morale booster for the people who ring bells by the collection kettles. She says it’s been two years since the York Salvation Army got a gold coin as a donation.

Doctor gets prison for groping patients

SACRAMENTO, Calif. (AP) — A former California plastic surgeon was sentenced Monday to three years and eight months in state prison for groping female patients.

Dr. Scott Takasugi was convicted of sexually exploiting two of his patients by touching their genitals before he operated on them.

His sentencing had been delayed twice, the first time because of the Nov. 19 death of his father, former state Assemblyman Nao Takasugi. Sentencing was delayed again while the 56-year-old former Kaiser surgeon underwent a 72-hour psychiatric evaluation in Ventura.

Man is arrested in disabled man’s death

COVINA, Calif. (AP) — A Southern California man suspected of fatally punching his disabled relative as he sat in a wheelchair has been arrested for investigation of murder.

Covina police say 55-year-old Richard Basulto died Monday.

His brother-in-law, 52-year-old Martin Silva, remained jailed.

Basulto was a diabetic who used a wheelchair because he had lost part of one leg.

Police Sgt. Dave Foster says the men were arguing over money when Silva hit Basulto several times in the face Sunday evening.

Foster says Basulto died at a hospital, where Silva was treated for injuries to his hand.

San Jose State football team wants to win final game for retiring

San Jose State coach Dick Tomey’s focus last week was to get his seniors a win in their final home game.

This week, the tables have turned.

After a 13-10 win over New Mexico State, the Spartans’ attention has turned to Tomey’s final game, Saturday at Louisiana Tech.

The six-week long rally call to “just get a win” has morphed into “win one for Coach Tomey” for many in the 2-9 Spartans’ locker room.

“We really want to send him out with a victory,” senior defensive end Liam Smith said. “We all care about him so much. We want to rally together and do something special.”

Tomey, in his 29th season as a head coach, said the experience of sending off so many senior classes over the years has given him a preview of what his final game will be like.

“A lot of guys don’t understand how emotional the last game is until it’s over, and then sometimes they’re a lot more emotional than they thought they’d be,” he said
